Most of Japan was illeterate at this time and many saw how England pillaged China. Japan was anxious that the same thing might happen to them. They were just coming out of the Tokugawa period which is famous for it's policy of isolation from the rest of the world. This policy was in effect for 2. Chomin had a vision that even if people were uneducated or unable to read, that in the near future they would gain the skills and perhaps read his lighthearted book.
In a writing style that mimic's Plato's Republic (possibly another influence on Chomin), this book takes stabs at Africa, Europe, and that big country to the west that had to pay reparations to England after the opium war. Champion's directions were correct, and if I am not mistaken, he is referring to China as that country. Being such a contemptuous book, critical of the government, people of all walks of life will be interested in reading it. It is possible politicians read it to see what Chomin was saying about them: Samurai, to see where Chomin stood on the issue of their recent demotion. Peasants to learn about how a few different political systems worked without having to study the analects, read Rousseau, or suffer the consequences of implementing the system that could anger the god of evolution. In hindsight, this book is an eerie record of Chomin's accurate premonition. He was either an enlightened man or a really great guesser. Of course the political positions voiced by Mr. Gentleman, Champion, and Master Nankai are all with faults and merits. Perhaps a gumbo of the merits of each system might be emphasized, and the pitfalls be disowned in order to bring about a better suggestion of an ideal structure for Japan to adopt. Each character has a specific agenda. Gentleman advocated for democracy. Champion heralded imperialism. Master Nankai, who was swimming in a sea of the sweet sake that the boys were paying for, disagrees with both parties' proposals and suggested a constitutional monarchy was a better option. The reader might suspect Chomin wrote Master Nankai as a caricature of himself. Nankai's opinions on what action to take were fairly tame in comparison with the two younger drinkers. Chomin might have done this purposefully to avoid further punishment from the government. Being exiled because of his writings from Tokyo to her rival city, Osaka may have been a political gesture all its own enacted by . Perhaps Master Nankai was penned . Gentleman made a decent case for democracy by emphasizing its positive attributes. He suggested that Japan become like the west and adopt democracy, as it is the final natural evolution in the progress of a perfect country. People would get to choose their leaders. The press would be free and politicians could be able to accept public criticism. People would be free to choose occupations they aspired to. The people, contented with their plight would result in the country benefiting from strong economy. In the end, Japan would become an example to the world. The weak side of his argument was that he rejected the idea of having a military. Without a military he believed that countries of the world would see Japan as a nation with superior morals. Somehow this idealized nation would win the hearts of foreigners and Japan would be protected from cannons and rifles by a force field of morality. In an ideal world this model might work, but it is not practical. Less moral nations might have no problem attacking a country with no defense. It was ironic that Mr. Gentleman of western learning advocated a policy that was rooted in the . The democratic idea was a great one until it hit the brick wall of refusing to militarily defend that democracy. Champion completely disagreed with Gentleman's plans to disregard a national defense. He took the polar opposite position and suggested that Japan become like the west in another ironic way. With the threat of being invaded and exploited by imperialist westerners, he suggested that Japan take the same route in order to secure resources for her military. While not an entirely ridiculous or impractical idea he does make a strong point that democracy is only democratic within the boundaries of a particular nation and that often, democratic countries do not particularly care about the governments or democracies of other countries. Invading another country when Japan was weak and her government unsure would have been a bad idea. What would happen to the troops in China if Tokyo fell due to civil war? What would happen if they were incapable and lost the invasion? Could Japan remain as a nation if the people conquered China, migrated there and settled China as a colony leaving Honshu, Kyushu, Shikoku and Hokkaido for the democrats? Champion's suggestion to become as immoral of a country as possible is a blatant cheek to balance the lack of weight of Gentleman's absolute moral argument. His purpose in this book was not to bring an opposing viewpoint to Mr. Gentleman's but to harshly criticize it. His suggestions were inflammatory and would sound irresponsible to anyone save for a Samurai who coveted nostalgia. After letting the two young men empty their minds to the Master, Nankai probably made sure that the bar tab was paid before exacting his criticism of both of their arguments. He ridiculed them for their anxious, spontaneous, and half- witted plans. He asserted that Japan would benefit from a constitutional monarchy because that way sovereign and government officials would keep their positions, the emperor would retain his status and be kept in check by parliament. Perhaps the samurai might even head the military. Nankai attempted to consider all of the groups that Japan was composed of and attempted to satisfy all of their desires. By doing this he attempted to tie up all of the loose ends of his arguments. From Chomin's background it seemed like he would personally disapprove of having a monarch and based on his public . Perhaps being threatened by the government inspired Chomin to do a half- hearted job as he portrayed himself as a person who agreed with everyone (a true politician). This way if the bureaucrats tried to come after him again for sassing them he could use the defense that he portrayed himself as being in favor of the regime. It is doubtful that someone as wise as Chomin actually believes that this model is ideal. Therefore it is unsafe to assume that Nankai and Chomin amalgamate in their thoughts. In the end, no solid plan resonates from this book to propagandize the reader into choosing the best form of a government. The reader is, like the Japanese of that time, left to choose what he or she thinks is the lesser of the three evils. Chomin seems to be giving the reader a menu of dishes to choose from and if you do not like the Kappa Maki that comes with not defending a democracy, you might be able to make a substitution and choose the California roll of imperialism. The combo meal of a Constitutional monarchy might satisfy the whole family, but if the masses can't handle the Matsutake (emperor) then perhaps an affordable substitution might be made there too. I use it as my default alarm. That actually makes it a better alarm, because it takes longer to turn it off. When it goes off your track doesn't play - even though it did when you tested it.
